GRIA: A Governance Readiness Index for Algorithmic Public Services

Design and validate the Governance Readiness Index for Algorithms (GRIA), a standardized, subnational metric assessing institutional, legal, technical, and cultural capacities for responsible AI in government. GRIA draws measurement constructs from user-centric models capturing everyday algorithmic effects, incorporates institutional features like ethics councils and explainability standards, and integrates participatory governance elements. It also includes a collaboration sub-score informed by collective intelligence research. By quantifying readiness across domains—legal safeguards, explainability practices, participatory mechanisms, cultural competence, audit capacity—GRIA provides policymakers a diagnostic tool to prioritize investments and sequence deployments, helping avoid policy failures on the ground. The impact includes adoption by ministries and municipalities to condition AI deployment on readiness thresholds and inform funding, procurement, and transparency dashboards.
